Online and “Open Source” platforms, it has been argued, support some of the most revolutionary approaches to innovation. These new platforms encourage wider participation in innovation processes and may lead to more effective outcomes. Can online platforms, including teacher networks dedicated to sharing best practice and promoting innovation, really provide a means for building the knowledge base – including in less developed countries – or do they simply facilitate the relatively uncoordinated exchange of ideas?

Vice Chancellor/President UNIVERSITY OF THE GAMBIA For effective and efficient collaboration and use of OER and online for educators and learners in developing countries, especially Africa, access to technology devices and affordable cost to bandwidth must be a priority. Although digital devices are getting more advance and user friendly and diffusion of bandwidth is getting better, the pricing and cost for these digital devices is still out of reach for the poor. What can be done to ensure manufacturers price digital devices for education relative to income levels of country and have text credit from their countries for this global social responsibility?
