The first challenge in reaching learners who are at risk of dropping out, or who are already out of school, is to understand the barriers to participation in learning.  The next challenge is to devise strategies to address these barriers so that learners may benefit from existing opportunities. Participants in this session discussed new and creative approaches to addressing barriers to learning for people of all ages, and which are appropriate to various community and cultural contexts.
