Many less developed countries do not have sufficient resources to meet goals for universal high-quality basic education, let alone to extend learning opportunities to higher levels. Innovative financing models aim to address these resource gaps. How can countries ensure that resources contributed by a wide variety of donors and partners are used effectively, and that they are also predictable and sustainable? What are the most effective approaches to ensuring accountability and transparency in use of funds?
