Whatever is being done to increasse the teachers' cometancies will not work unless teachers get salaries in order to be motivated to work, and if teachers' salaries are high, they will themselves work very hard to keep their jobs. They will work on self development, looking for training even if they are going to pay for it. Simply this is because competition will be high from others who plan and work hard to become teachers getting high salaries.
