Dr. Bienvenu Agbokponto Soglo is a seasoned technology executive and public policy strategist with over 20 years of international experience in ICT, emerging technologies, and digital transformation. He currently serves as the Director of Government Affairs Africa and Principal Engineer at Intel Corporation, where he leads policy and government affairs work in areas such as AI, 5G/6G, broadband, spectrum, data governance, and digital inclusion. He also heads the Intel Community Reach Program, focused on bridging Africa’s digital divide and enabling local AI innovation.

His career includes leadership roles at Qualcomm and Huawei, and he has actively shaped international policy through engagements with the ITU, WTO, and GSA, where he currently chairs the African Telecommunications Union (ATU) Spectrum Team.

Dr. Soglo is a thought leader in DeepTech and innovation ecosystems, with published technical papers on network control systems and has co-authored influential reports, including Evaluating the African DeepTech Startups and Spin-Off Ecosystem and A Study on the AI Landscape of Universities in Africa.

He is also a board member of the Data Economy Policy Hub and contributes to national and international digital strategy efforts through roles as a member of the South Africa National Advisory Council on Innovation (NACI) Working Group on AI, and the B20 Digital Transformation Task Force.

Fluent in English, French, and Chinese, Dr. Soglo holds a Ph.D. in Control Science & Engineering from Beijing Tsinghua University (2005). He also recently completed the Wharton Executive Education Program in Corporate Governance.
