Jaana Flavia Fernandes Nogueira holds a PhD in Social Sciences and Comparative Education from the University of California, Los Angeles (UCLA); a master’s degree in Education from the University of Brasília (UnB); a specialization in Public Management from the National School of Public Administration (ENAP); and a degree in Pedagogy from the State University of Ceará (UECE).

She works as a research coordinator at the Directorate for the Development of Public Management and Educational Policies (FGV DGPE) and as a professor in the Professional Master’s in Public Administration (MAP) at the Brazilian School of Public and Business Administration (FGV EBAPE). Her former positions include serving as director of the Vice Minister’s Office at the Brazilian Ministry of Education (MEC); chief of staff and vice president of the National Fund for the Development of Education (FNDE); and coordinator of the Unit of Planning and Educational Policies at the Ceará State Education Department (SEDUC-CE).
