Jorge Rubio Nava is the Global Head of Citi Social Finance, a pioneering unit within Citi dedicated to mobilising commercial capital to expand financial inclusion, accelerate access to basic services, and strengthen economic resilience for low-income and underserved communities around the world. With more than two decades of experience at the intersection of global banking, sustainability, and development finance, Jorge has helped shape Citi’s strategy to deliver scalable, commercially viable solutions that advance both social impact and business performance.
Since 2005, Jorge has led innovative financing platforms across Latin America, Africa, Asia, and the Middle East, working with clients in over 50 markets. Under his leadership, Citi Social Finance has mobilised over US$10 billion to support financial inclusion, inclusive businesses, healthcare, education and access to basic infrastructure. Citi is the largest issuer of social bonds for Emerging Markets.
Jorge’s career in gender-lens investing began in Mexico, where he structured the first local investment-grade bond for a microfinance institution serving low-income women, recognised as the Financial Times’ 2007 Deal of the Year. He later co-founded Citi’s Microfinance Group and helped design Mexico’s first scalable microinsurance product for low-income households.
In 2021, he led Citi’s public commitment to reach 15 million low-income households, including 10 million women, through its financing by 2025 — one of the most ambitious gender-impact targets in the global banking sector.
Jorge is a frequent speaker at international forums on sustainable finance, impact investing, and inclusive growth, and is widely recognised as a leading practitioner in the field.
