Hiba Mahmoud Tamim Eldar Mahmoud

Qatar Foundation

Gifted and Talented Programs Coordinator

Hiba Tamim is the Gifted & Talented Programs Coordinator at Qatar Foundation’s Pre-University Education (PUE). She holds a master’s degree in Educational Leadership from University College London.

In her current role, Hiba oversees the Gifted and Talented programs initiative to strengthen gifted education across schools. With more than a decade of experience in education, she has supported the implementation of data-driven identification systems, including digital tools that promote equity and transparency, and created the “Dual-Lens Model for Twice-Exceptional Students,” which aims to help schools design equitable and inclusive gifted education practices.

Beyond system development, Hiba coordinates enrichment pipelines that connect students to meaningful international opportunities. She has played a key role in Qatar’s successful hosting of the World Mathematics Team Championship (WMTC) in 2024 and has built partnerships with institutions such as Northwestern University’s Center for Talent Development to expand learning pathways for students.

Passionate about inclusive excellence, Hiba is particularly committed to ensuring that gifted education extends beyond the most visible achievers to include students who are often overlooked or underrepresented. By widening access to both identification and enrichment, she works to create ecosystems where all gifted learners can thrive, educators are empowered, and communities recognize the importance of nurturing exceptional potential for the benefit of society as a whole.
