Fay Cowper is a Senior Program Manager at Mohammed VI Polytechnic University (UM6P) in Morocco, where she currently leads a landmark research study on integrating artificial intelligence into African higher education. Conducted in partnership with WISE, the Education Collaborative, and AfriLabs, the study presents replicable use cases of AI innovations in systems and processes to support change management in university programming.

Fay is also the Program Lead of THE FORGE, UM6P’s flagship venture acceleration and founder residency program for global startups seeking to scale from Morocco to the world. Active in the Moroccan entrepreneurship ecosystem since 2018, she designs and delivers initiatives that guide founders from ideation to scale, emphasizing collective intelligence, innovation capacity, and investment readiness.

Her career includes leadership roles with CARE International, Douar Tech, the Peace Corps, and the U.S. Department of State, managing global teams and delivering programs in digital development, entrepreneurship, and social innovation. She has contributed to global policy on the gender digital divide, most recently authoring the 2024 Gender Digital Divide Index under the Women in the Digital Economy Fund, led by USAID and the Bill & Melinda Gates Foundation. Fay holds a BA from George Mason University and is an Executive MBA Merit Scholar at Africa Business School and Columbia Business School.
