SEEK Development
Sheba is a Senior Education and Advocacy Consultant at SEEK Development, where she works with multilateral institutions and public sector actors to shape data-driven policies, strengthen advocacy and resource mobilization, and build cross-sector partnerships to drive systemic change. As part of SEEK’s global education practice, she supports the advancement of Sustainable Development Goal (SDG) 4 on Quality Education by combining policy analysis, high-level advocacy, and strategy development to position education at the center of broader development priorities.
Previously, Sheba served at the European Commission, where she advised policymakers on international development priorities and partnerships, and with the United Nations Development Programme (UNDP), where she advised governments on integrating and advancing the SDGs.
Sheba has also served as a Youth Delegate and Ambassador to major global forums, where she has advocated for education across a range of critical issues. Her engagements include calling for the protection of education in emergencies through the Global Partnership for Education; urging stronger financing for girls’ education as a Feminist Foreign Policy Ambassador to the G7; advocating for sustained political commitments to expand access to quality education for marginalized and underserved communities as a Youth Delegate to the United Nations (UN); and highlighting the role of education in supporting safe and orderly migration as a Youth Ambassador to the UN International Organization for Migration (IOM).
Sheba holds a Master of Public Policy from the Hertie School of Governance and a Bachelor of Science in Foreign Service from Georgetown University.
