Background and Rationale

The rapid growth of EdTech has created numerous tools aimed at enhancing teaching and learning, but many lack robust evidence from real-world environments. Edtech Testbeds provide structured environments where educators, policymakers, and developers collaborate to test and refine innovations. WISE launched Qatar's first full-cycle Testbed in 2021-2022, laying the foundation for a sustainable ecosystem of experimentation, evidence, and collaboration.

Explore our Evaluation Framework

The WISE Testbed evaluation framework is a multidimensional system-readiness model designed to assess not only the quality of individual AI tools, but their alignment with pedagogical goals, ethical standards, teacher capacity, data governance, and real classroom impact. Rather than functioning as a narrow product review checklist, it synthesizes leading international AI, Edtech, ethics and digital competence frameworks into a contextualized model tailored to Qatar’s policy environment, multilingual education landscape, and data sovereignty requirements.
PURPOSE AND EVIDENCE OF EFFECTIVENESS
Strength and credibility of evidence supporting the tool’s stated educational purpose and intended learning outcomes, including evaluative capacity, provider support, quality of existing research, and demonstrated impact across diverse learner groups.
USABILITY AND USER EXPERIENCE
Ease of integration into school systems and daily practice, including interoperability, intuitive design, multilingual support (Arabic/English), teacher training, and streamlined workflows for differentiation.
PEDAGOGICAL EFFECTIVENESS
Alignment with institutional mission and curriculum, strength of pedagogical foundations, quality of personalisation and feedback, support for teacher and student agency, and transparency of learning analytics
EQUITY AND ACCESSIBILITY
Bias mitigation, cultural responsiveness to the Qatari context, Arabic language quality, accessibility for learners with disabilities, equitable scalability, and fairness in personalisation decisions.
ETHICS, DATA PRIVACY AND SECURITY
Impact on teaching processes and relationships, ethical design and stakeholder consultation, transparency of data practices, compliance with legal frameworks, data sovereignty, and secure data storage.
COST
Total cost of ownership (licensing, training, maintenance, renewals), clarity of pricing models, infrastructure requirements, device compatibility, and long-term financial viability for equitable scale.
