Dr. Cristóbal Cobo
Senior Education Specialist, World Bank

Dr. Cristóbal Cobo is a Senior Education Specialist at the World Bank, focusing on the inclusive and effective use of emerging technologies in education. With over 20 years of global experience, he has worked at the intersection of learning innovation, human-centered technology, and education policy, advising more than 20 governments in both developed and developing contexts.
From 2014 to 2019, he served as the founding Director of the Center for Research at the Ceibal Foundation in Uruguay, leading research on Plan Ceibal—an initiative providing laptops and internet to all public school students to promote equity and innovation.
Previously, Dr. Cobo was an associate researcher at the Oxford Internet Institute, University of Oxford. He also served as a professor and Director of Communications at FLACSO Mexico and worked as a consultant on education initiatives across Latin America, Asia, and Africa.
A recognized international speaker, he has delivered keynotes in over 30 countries and at four TEDx events. He has authored four books and more than 80 academic publications, including The New Digital Education Policy Landscape (Routledge, 2023). A native of Chile, Dr. Cobo holds a Ph.D. in human-computer interaction and previously served as a Senior Fellow at The Inter-American Dialogue.
