Dahlia Khalifa heads the IFC’s e4e Initiative for Arab Youth, a joint IFC-Islamic Development Bank partnership, focused on investment and the enabling environment for education and training to enhance employability and entrepreneurship opportunities for Arab youth. Prior to that, she was the advisor to the Global Indicators and Analysis Department of the World Bank Group, which provides benchmarking and data sets including the Doing Business, Women, Business and the Law, Enterprise Surveys,and Investing across Borders products. 

Prior to joining the World Bank Group, Dahlia established and managed financial services companies providing brokerage, corporate finance, private equity investing, management consulting, and technical assistance services, primarily in the Middle East and Africa. She has worked extensively with nonprofit organizations, founded Egypt’s International Economic Forum, and served as Vice President of the American Chamber of Commerce in Egypt. 

Dahlia holds a B.A. and M.A. in economics from the American University in Cairo, an M.A. in international law from Georgetown University, and is finalizing a Ph.D. in government from Georgetown University.
