Emilio Porta is Senior Economist at Analitica where he provides advice on education statistics and planning to developing countries. He is also a Manager at Café Soluble, Nicaragua’s biggest distributor of home goods, where he oversees distribution, research and the business intelligence unit. 

He is a former Senior Education Specialist at the World Bank. From 2007 to 2012 he led the Bank’s work on education statistics, transforming EdStats and developing tools for analyzing education statistics such as ADePT Edu. He also provided support to client countries to improve learning outcomes and to implement results-based budgeting policies. 

Between 2000 and 2005 he was Director General at the Nicaraguan Ministry of Education. He was in charge of directing and supervising the Ministry of Education investment projects and the supervision of donor coordination. He developed the Ministry’s statistical data collection system and GIS mapping of all schools in the country, and led several studies on school autonomy and the modeling of enrollment and financial gap analysis of the educational system. 

Emilio also led the implementation of the 2002-2005 Sector Wide Approach for education in Nicaragua. Under this program he secured more than $100 million (US) in donor financing and oversaw the first national student assessment in the country. 

Emilio has also been in charge of several research projects funded by the World Bank, IADB, UNESCO and USAID and has publish extensively in areas such as educational planning, education management systems, learning outcomes and school-based management.
